Who would have been the best person to end Goldberg's streak?

I wanna say DDP too, but they would have to turn Goldberg heel in order to mean something huge for DDP, problem is that at that point, no one would go against Goldberg, he was Stone Cold over in WCW. From the heel side, the only one I can think off right now with the mic skills to make it matter is Jericho.

Raven and the Flock. I always thought that Raven was a master of psychology, at least in WCW (See: the post match of Saturn vs Benoit at Starrcade 1997) You could end Goldberg;;s streak, but still give him jobbers to squash (The Flock) and then have it lead to something with Raven in the end.

Someone proficiently technical. Chris Benoit ( if he had a mouthpiece manager) would have been a great shout for this.
