they weren't, theyt used audio from Cena or Flair from god knows when and piped it in for Drew, they forgot to edit out the commentary, or at least cut a segment of the audio without commentary.

The stipulation thing makes no sense. Stips aren't just enforced by contract law, but also by the promotion as a sanctioning body. Having I e night a year where you ignore stips still has the same problem of damaging promotional effectiveness that any going back on a stip does.
