Report: WWE Legend expected to make return to company soon for WrestleMania 32 angle

WWE Hall of Famer Mick Foley is scheduled to return to RAW in the next few weeks for a WrestleMania 32 angle. I was told that as of Tuesday, Foley was not booked for this Monday’s RAW from Chicago so he could appear on the March 14th show from Pittsburgh, the March 21st show from Philadelphia or the March 28th go-home show in Brooklyn but it sounds like it will be either Pittsburgh or Philly.
We noted earlier this week via The Wrestling Observer Newsletter that Foley was booked to have some sort of role at WrestleMania. Speculation is that the RAW appearance will be used to set up a match that he has a non-wrestling role with.

If I had to guess, they'll make him the guest ref in Taker vs. Shane.

It's just... random, though.
It doesn't even seem that random to me. Foley has history with Hell in a Cell and 'Taker, if anyone knows what Shane is in for, it's him. And it would be an easy buildup. Just have Foley come out and talk to Shane about how this match isn't worth it for control of RAW, how he's risking his personal health and wellbeing, and even though Foley is no fan of Vince's, he doesn't want to see anyone else make the same mistakes he did in Hell in a Cell and risk their health. Shane disagrees, and there you go.

i mean, we can definitely write it up to make sense, but we're trying to make sense of a match that has no build up and no reason why it should exist. We're starting a program with the blow off match

That's just it. Foley makes sense as a special guest ref in any random Hell in a Cell match (see Hunter vs. Nash) and he makes sense as a referee who is universally seen as honest and above doing anything crooked, so he makes sense as a referee... but he doesn't seem to fit into
this story. Just like Taker doesn't really seem to fit into it. Or Hell in a Cell itself.
