at least rumble is 'road to WM' stuff, this is not building to anything except the Saudi Arabia show. I'd personally keep him off TV until the jump to FOX and then move him to smackdown for the ratings pop

To build the rating for the first week on Fox because people will then know that Brock will be there.

Also, while SD is leaving USA, Raw isn't, so there is no reason to treat USA like they're day-old garbage.
