There are two ways they can do it:
1. They can set stuff up for EC starting tonight (like they did with Cena and Neville) and do a bunch of finishes at Payback that will lead almost directly to EC, such as the scenario I proposed in my Raw review for the WWE Title, you can probably set up your Sheamus-Ziggler blow-off pretty easily, do some sort of finish in the tag title match that builds to Woods and Nattie being barred from ringside, have Naomi pin Nikki clean in a tag match at Payback, set up Bray vs. Ryback in a No DQ's match, start giving the healthy Uso some wins so Wade can beat him to win the vacant IC Title, etc.
2. You can do what they're almost certainly going to do, which is just throw the entire tag team division into chamber for no reason, throw a bunch of random midcarders from other feuds (looking at you, Dolph and Sheamus and Bray and Ryback!) into the IC Title Lim Chamber which Wade will almost certainly win anyway, and give us some manner of the same tag matches we've been seeing for months with the Authority where Rollins and Kane must work together or else!
